Managing Large-Scale FEMA Emergency Housing Operations

In August 2021, Hurricane Ida made landfall in Louisiana as a Category 4 storm, bringing winds over 150 mph and leaving catastrophic damage in its path. The storm destroyed or severely damaged tens of thousands of homes, knocked out power for more than a million residents, and caused weeks-long disruptions to essential services. Families across southeast Louisiana were suddenly displaced, forced to leave unsafe or uninhabitable houses, and left in urgent need of temporary shelter and long-term housing solutions.

Dynamic played a central role in Louisiana’s FEMA-funded emergency housing mission, ensuring displaced families received safe, temporary housing—and that units were properly deactivated when no longer needed.

Our scope of work included:

  • Transporting and installing 417 Temporary Transportable Housing Units (TTHUs) from staging yards to private lots and group sites
  • Deactivating and relocating 250 TTHUs to designated storage areas once families transitioned out of the program

On average, Dynamic completed each task order within 12 hours of receiving notice to proceed, demonstrating our ability to deliver rapid, efficient results under emergency conditions.


Transportation & Installation

Dynamic managed the end-to-end logistics of moving TTHUs up to 100 miles across Louisiana. To keep projects on schedule, our team:

  • Coordinated with state agencies, staging yards, and program managers
  • Prepared for all contingencies and carried spare equipment to resolve issues immediately to avoid delays
  • Utilized specialized equipment to navigate challenging terrain, including house tugs, Platypus movers, hydraulic lift wings, and heavy-duty axles

Our proactive approach ensured we delivered all units safely, securely, and without delays.


Deactivation & Site Restoration

When families moved out of the housing units, our crews:

  • Disconnected utilities, removed temporary poles, and secured all furniture and equipment
  • Uninstalled anchors, ramps, walkways, and ADA-accessible platforms
  • Cleaned interiors and prepared each unit to be returned to the State
  • Performed final site grading and land restoration, returning properties to their original condition

A key example was the Lafitte Group Site, where Dynamic deactivated 25 units, removed all supporting infrastructure, and restored the land while maintaining full compliance with FEMA and environmental standards.
