Operation Blue Roof

After Hurricane Ida damaged thousands of homes in Louisiana in 2021, the U.S. Army Corps of Engineers (USACE) launched Operation Blue Roof. This mission provided temporary protection for damaged homes until the homeowners could complete permanent repairs. Dynamic ultimately completed 8,292 work orders over 42 consecutive days.

Centralized Staging and Logistics

Dynamic established and operated a 21,000 square foot staging yard, warehouse, and office to support Operation Blue Roof. This hub served as the backbone of mission logistics by:

  • Receiving, storing, and distributing over 1 million square feet of blue tarps along with other FEMA-furnished materials
  • Providing a training center where crews learned proper installation techniques and safety procedures in compliance with USACE standards
  • Managing 24/7 communication between procurement, inventory, and field operations teams

Because the staging yard was secured before contract activation, Dynamic was fully operational as soon as USACE issued a notice to proceed. This proactive approach reduced errors, improved efficiency, and ensured uninterrupted material deliveries to crews.

Dynamic exceeded USACE’s goal of 200 installations per day—reaching a peak of 478 homes per day. Through disciplined safety protocols and seamless logistics management, we:

The USACE Operation Blue Roof is a large-scale mission where Dynamic restored hundreds of homes daily for 42 consecutive days. To mitigate risks and reinforce our commitment to safety, we implemented a comprehensive process that included daily safety walks, toolbox meetings, and hands-on safety training. As part of the onboarding process, Dynamic provided ongoing safety training classes 3-4 times per day, averaging 150-250 workers daily. These sessions covered both general safety awareness and project-specific topics, including the use of a ⅛-scale model training roof for hands-on training. Each day, before any work began, the crew conducted a safety perimeter walk, mandatory toolbox meetings, and completed a Job Safety Analysis (JSA). These steps improve the likelihood of identifying potential site hazards, and crews were in the proper mindset before beginning work. Then, crews proceeded with worksite setup, confirming that all equipment was tied off, secured, and properly installed.

Our dedicated safety officers implemented the Train the Trainer program and oversaw operations, empowering all persons onsite to stop work if any safety concerns arise, thereby reinforcing our culture of accountability and vigilance. This proactive approach ensured all team members understood and followed Dynamic’s safety standards, reducing risks and promoting a culture of safety excellence.
