Responding to Historic Flooding and Hurricanes

Louisiana has endured multiple major natural disasters in recent years, including a “1,000-year” rainfall event in 2016 that dropped 7 trillion gallons of water causing widespread flooding, damaging 91,628 households and claiming 13 lives. In 2020 and 2021 alone, tornadoes, four major hurricanes, other severe storms, and associated flooding led to six Presidential disaster declarations across 49 parishes.

To help families recover, the Louisiana Office of Community Development (OCD) launched the Restore Louisiana Homeowner Assistance Program, funded by HUD’s Community Development Block Grant – Disaster Recovery (CDBG-DR) program. Dynamic Group has been a trusted partner from the start, first proving our capabilities during the 2016 program, and then being entrusted with a much larger, multi-year initiative after the 2020–2021 disasters.

2016 Flood Response: Building Trust Through Performance

The 2016 flood dropped more than 7 trillion gallons of rainwater on South Louisiana, damaging 91,628 households and causing 13 deaths. HUD allocated $1 billion to launch Restore Louisiana.

Dynamic’s role:

  • Completed 800+ preconstruction assessments.
  • Performed 3,000+ lead-based paint inspections.
  • Delivered 402 single-family rehabilitations and reconstructions totaling $11.5 million.
  • Consistently met or exceeded expectations across design, construction, energy efficiency, historic preservation, and customer service.

Result: Dynamic’s strong performance during the 2016 program established us as a reliable, efficient, and compassionate partner for Louisiana and HUD.

2020–2021 Hurricane Response: Scaling Up for Impact

When Louisiana was struck again by four major hurricanes, tornadoes, and severe flooding in 2020 and 2021, the state needed partners capable of managing recovery at scale. Because of our success in 2016, Dynamic was selected as one of only two statewide construction managers for a $3 billion CDBG-DR program.

Our impact:

  • Assisting more than 2,600 families statewide.
  • Completing 50+ homes per month on average, peaking at 120 homes in a single month.
  • Delivering 937 completed homes in 2024 alone, each fully code-compliant and certified for occupancy.
  • Securing 50–75 permits per month, while ensuring compliance with federal, state, and local building codes, energy efficiency, and historic preservation requirements.

Result: Our ability to scale rapidly, manage scattered-site construction, and maintain exceptional customer service reinforced Louisiana’s trust in Dynamic as a leader in federally funded housing recovery.
